Health and Safety Inspections:
The Panhandle Health District conducts health and safety inspections for the child-care licensing agencies of the state Department of Health and Welfare and cities that issue licenses. The Idaho Child Care Program also requires health inspections for child-care provider-eligibility for the state's subsidy program. PHD has no licensing program of its own. PHD's role is to obtain child-care provider compliance with the health and safety regulations governing the child-care programs.
PHD inspects with the goal of helping all child-care providers reach proficiency. Visits typically are scheduled and conducted as opportunities to improve.

Licenses child care facilities with more than six children in care in the five northern counties, except within the limits of cites that license.

Licenses child care facilities within the city limits of Coeur d'Alene. The Coeur d'Alene Child Care Ordinance requires licensing for two or more children from more than one family. A home occupation certificate is required for in-home child-care providers who do not meet the licensing requirement.
