PHD announces grant funds for fueling station compliance

COEUR d’ALENE – Panhandle Health District announces the availability of grant money for public fueling station upgrades to meet its rule for secondary containment. According to PHD rules, fueling sites are required to provide secondary containment for the fueling islands. Accepted secondary containment for public fueling islands consists of a graded, canopied concrete pad that drains to an oil-water separator, which discharges to a grassy swale.

The deadline for compliance for grant-funded projects is Sept. 30, 2007.

Applications for the Supplemental Environmental Project grant money must be received by PHD on or before June 30, 2006. More information and application forms may be obtained by calling Rick Barlow at PHD at 415-5215. All fueling sites are to be in compliance by September 30, 2008, regardless of whether they participate in the grant program.

The grant money is being provided by Burlington Northern Santa Fe Railway as part of a settlement of an Idaho Division of Environmental Quality enforcement action against the railway. The grant project is guided by DEQ’s Supplemental Environmental Project program. BNSF agreed to perform this SEP in lieu of fines for its 2004 violation of IDAPA 58.01.11.400, Ground Water Quality Rule.
